Symptom:
After 3850 stack reboot, wireless clients are able to connect but not pass any traffic.
The WLC GUI shows that the clients are in a DHCP_REQD state even though the clients have received a DHCP IP.

Conditions:
1. Using a 3850 stack as wireless controller
2. Clients are connecting on a VLAN which is not the management VLAN
3. The DHCP server needs to be contacted via the Mgmt-vrf.
