Symptom:
We've observed in Alpha that a collab edge phone will routinely stay down after its VCS node is rebooted during an upgrade. The phone loses registration when the VCS node goes down (doesn't fail over) and doesn't appear to try to re-register when the VCS node comes back. Eventually, the user has to reboot the endpoint to get it to register again.

Conditions:
Happens during VCS upgrade (possibly during VCS reboot as well)
