BGP PIC Core feature configured on CSC_PE device leads to the following symptoms:
- Service degradation is observed in a particular L3VPN
- Transit MPLS packet loss is observed on CSC_PE
- High RP CPU utilization on CSC_PE
- High IBC rate on CSC_PE

- MPLS CSC setup is provisioned
- BGP PIC Core is enabled on CSC_PE device
