Symptom:
If we on board any device using the LWA (local web authentication) flow the authentication of the user is failing if the user has the username/password with non-alphanumeric characters like ~ and +

The first auth against ISE guest portal login is successful but the second auth against ISE guest success page is failing.

Conditions:
LWA (local web authentication) flow fails if the user has the username/password with the non-alphanumeric characters like ~ and +

The first auth against ISE guest portal login is successful but the second auth against ISE guest success page is failing.
