Description (partial)

Symptom:
Ports are not allocated to a secondary VDC with the following logs:

2014 Jul 24 16:14:26.864 N7K %IM-3-IM_RESP_ERROR: Component MTS_SAP_VMM opcode:MTS_OPC_IM_IF_VDC_BIND in vdc:2 returned error:Invalid COS value.
2014 Jul 24 16:14:35.568 N7K last message repeated 1 time
2014 Jul 24 16:14:35.568 N7K %VDC_MGR-3-VDC_ERROR: vdc_mgr: Error for port Ethernet <x/y>. Port is currently in vdc N7K-VDC2 [2]. GIM returned 41040021 [Invalid COS value.]. Please run the command "allocate interface Ethernet <x/y> force" to try again

In 'show vdc membership status' we see the following as the reason for the ports not being allocated: 'ERROR:Invalid COS value. (0x41040021)'.

Conditions:
- ISSU from 5.2(x) to 6.2(x)
- M1 Module
- A queuing policy which has a wred configured to the queues. Some of the queues should not have COS mapped to the Q.
