Description (partial)

Symptom:
Slave ASA UNIT is sending GARP when leaving a cluster, causing arp table on a neighboring device to be filled in with a wrong value.
This is causing the traffic from the switch to be dropped.

Conditions:
ASA cluster.
Slave is leaving the cluster due to a control link failure.
Data link is not affected.
