Description (partial)

Symptom:
PGW is dropping SIP traffic randomly across all SPGWs. Subscriber is attached to the 4G network. However, during setup call with IMS/PCSCF, PGW drops some of the SIP messages randomly coming to LTE network.

Conditions:
After 3G to 4G handover, if dedicated bearer is created , the downlink traffic flowing through the default bearer gets impacted. Impact would not be observed if dedicated bearer gets removed. Impact could be temporary if there is TCP flow and uplink packet is received which reestablishes the flow. For  other traffics, default bearer may drop the packets while dedicated bearer is in this condition.
No impact expected for uplink traffic in this condition
