Description (partial)

Symptom:
Uploading audio wav files for MOH or Announcements result in the last part (usually less that a second) to be truncated.

Conditions:
Original wav file has sample rates of 48Khz, 44.1Khz, or 32Khz so that significant resampling must be performed.
Actual audio continues to the very end of the wav file (very little silence at the end of the file).
