Description (partial)

Symptom:
BGP running to 2 separate PE routers from a single ASR5K context.  When both physical links are up, everything operates as expected.  When we shut one of the interfaces to simulate a link failure, the neighbour on the good (non-shutdown link) starts flapping every few seconds.

Conditions:
2 links to 2 BGP neighbours within the same context.  Break 1 link and 2nd neighbour starts flapping.
