Description (partial)

Symptom:
- qos pre-classif consuming the normal buffer pool
- %SYS-2-CHUNKEXPANDFAIL Could not expand chunk pool for qos pre-classif. No memory available
- memory allocation failures for Licensing Auto Update Process; Crypto IKE Dispatcher; IP Input
- traceback messages related to qos pre-classif - eg. pak_copy_network_start
- I/O pool depletion

Conditions:
Using "qos pre-classify" on tunnels with IPSec
