Description (partial)

Symptom:
CPU hog due to MPLS TP MGMT and continuosly flapping during the upgrade in 9.701

Conditions:
Had a Dual home  setup has below with minmal scale: 
	
	Node (A) -------PBR(A) --------------PBR(B)------------------PBR(C)---------Node (B)---(con)-----Node (A) 

a.	Over 60 TP tunnels and 800 VPWS and few VPLS
b.	Upgraded from 9.701 (build 83) to 9.701 (build85) with minaml traffic running (Less than 10% of the line rate)
c.	Observed all the PBR are started to flap due to CPU hog  (MPLS TP MGMT evnt)
