Description (partial)

Symptom:
This was first observed on a 3900 device after migrating from 15.1.4M4 to  15.1.4M8 the device crashed with the below messages:

.Jul 15 08:06:19: %CRYPTO-6-IKMP_MODE_FAILURE: Processing of Informational mode failed with peer at 72.245.172.250
.Jul 15 08:07:02: %CRYPTO-4-PKT_REPLAY_ERR: decrypt: replay check failed
	connection id=3948, sequence number=108172

.Jul 15 08:07:26: %CRYPTO-6-IKMP_MODE_FAILURE: Processing of Informational mode failed with peer at 72.245.172.250
.Jul 15 08:07:51: %CRYPTO-4-IKMP_NO_SA: IKE message from 166.239.229.195 has no SA and is not an initialization offer
.Jul 15 08:08:03: %CRYPTO-4-PKT_REPLAY_ERR: decrypt: replay check failed
