Cisco Bug: CSCuq17000 - Multiple PSC shutdowns after SMC switchover

Symptom: Do a planned SMC swtihover which results in multiple PSC reboots after few minutes. This happens as CPU 0 on some PSCs goes to 99-100%. This issue got fixed however now we are observing dhmgr crashes immediately after Demux PSC planned migration and incorrect BGP routes creation after migration result in unreachable radius servers. And due to incorrect BGP routes new calls fail to come up. All the new calls coming on the Chassis are rejected with gtp-user-auth-failure and the count of call loss keeps on increasing until and unless the BGP routes are rectified manually. Conditions: Do a planned demux PSC migration which results in dhmgr crashes immediately and incorrect/no BGP routes. This makes radius servers. unreachable and call loss.
