Mute states doesn't sync on phone and headset

Conditions:
phone load: sip88xx.10-2-2-2
Headset type: 6470
1 Plug the headset into the phone under test
2 Config an intercom number for the phone under test and another phone
3 Make an intercom call to the phone under test
4 mute/unmute on the headset

result: mute status doesn't sync on phone and headset
