Description (partial)

Symptom:
in ASR1k with GET VPN implemented, clear crypto GDOI is leading to complete BGP and BFD session termination though the dynamic ACLs downloaded via  GETVPN  doesn't encrypt the BGP/BFD packets.
Both IPV4 and IPV6 sessions will be impacted

Conditions:
ASR1k with following configs
-GETVPN where dynamic ACLs were getting downloaded to the interface
-BGP and BFD neighbors across the same interface
