Description (partial)

Symptom:
Router may crash while processing the received BGP withdraw from an iBGP PE-CE peer (RFC6368) when bgp deteministic-med is configured.

Conditions:
1) On UUT internal-vpn-client is configured.  It is configured to use the iBGP PE-CE (RFC6368)
2) bgp deterministic-med is configured
