Description (partial)

Symptom:
Phonebook entries get pushed at 4 megs even though the endpoint does 3 megs so all calls using phone books fail immediately

Conditions:
Phonebook entries for endpoints are set to more than 3 megs and are getting pushed to sx10. If an endpoint, such as an e20, does not support the bandwidth for the phonebook entry it is limited by the TMS because the max bandwidth calculated for the endpoint is correct. The max bandwidth calculated for the sx10 is 6 megs which will also cause other issues with other conference dialing because the sx10 will drop the call. Recreated in TMS 14.3.2 with TC 7.1.3
