Description (partial)

Symptom:
one 8811 enter into RIU status while do SNR on CME

Conditions:
Steps:
1. provision SNR/Mobility (single number reach) on CME.
2. one 8841 make call to this DN, 8811 on CME ringing then 8841 on CUCM ringing.
3. wait for 8811 ringing timeout.
Expected Result: ringing session bubble on 8811 ended.
Observed Result: ringing session on 8811 change to Remote In Use.
provision another DN on 8851 on CME, ringing session can be ended.
Attach the phone log and wireshark trace.
