Description (partial)

Symptom:
When an ACS admin user with PolicyAdmin role tries to add and save an authorization policy, the action fails, with the following message: "You are not authorized to view the requested page."
SuperUser accounts can still create authorization policies.

Conditions:
The issue is seen after upgrade from 5.3 to 5.5 and then applying patch to it.
