Description (partial)

Symptom:
If active Sup is running a NPE image, "reload module <standby-Sup> force-dnld" will sync up a non-NPE image to standby Sup.

This also happened when the new Sup wasn't preloaded with NPE image and it would netboot a non-NPE image from active Sup.

The two Sup will still form full ha-standby. However one is running a NPE image while the other is running a non-NPE image.
