Description (partial)

Symptom:
From time to time when the customer launches the Java Client from the shortcut on his desktop, he enters in his user name and password and then receives a pop-up window that states 'Could not initialize fault tolerance. Clicking okay, brings up the JC interface where the FT tab is missing. Normally, the work around is to log out and log back in and it will appear.

Conditions:
Logging into a locally installed Java Client produces FT error notification
