Description (partial)

Symptom:
During failback, the original Primary MSE is brought up and failback is initiated, either manually or automatically.  The failback process proceeds without any issues but during the last step of the failback process,  the Primary MSE waits indefinitely for the failback process to complete. The secondary seems to be in a loop performing file copy to the Primary, but there are no files to copy. The secondary has not signaled to the Primary about the completion of the failback process and therefore the Primary could not move to the final state.

Failover is active
Failback is initiated
