Symptom:
When switching from Enhanced to Public and back to Enhanced mode, user is not prompted to set a PIN upon re-entering Enhanced mode.

Conditions:
Start device in Enhanced mode, set a PIN, switch to Public mode, then switch back to Enhanced mode
