Description (partial)

Symptom:
Overriding policy config after upgrading fails in a specific case.

Conditions:
CM,WAE's in 445d.
1.Apply default policy configurations for WAE from device level policy page.
2.Configure policies from DG and Click on FDG.
3.Upgrade CM alone to 541.

Issue is seen only when WAE has device specific policy settings at the time of registration ,DG has default policy settings.

While registering a fresh WAE which takes policy settings from DG, Override is successful after upgrade.
