Description (partial)

Symptom:
Peer node sends HA-monitoring control messages at the configured interval if this feature is activated by enabling its configuration in the software. 
In this particular case, the peer was found to be triggering the monitoring related control messages even though all the active calls were teared down on the HA node.
In case of HA-monitoring functionality configured in the software, we noticed some of the unwanted HA-monitoring related control messaging happening even after clearing the respective subscriber session.

Conditions:
HA monitoring must be enabled with required CLI configurations.
