Symptom:
1> network topology
N2X(tx) ----- ten 4/15 ----- virtual PGW on ESXi ----- ten 4/16 ----- (rx)N2X

2> packet counters

 - i) ten 4/15 port Tx to ACT PGW

3> there is no packet lost between in PGW between ten4/15 and ACT PGW

If we compare switch counter with N2X counters, we can see total loss packets is exactly same as 141.
 - in switch between 4/15 and 4/16, the gap is 141 packets.
 - in n2x between Rx and Tx, the gap is 141 packets

Conditions:
0> L2 setup ICSR
 - each ACT/SBY PGW is installed in each UCSB-M3 server.
1> attach 224,000 subscribers on ACT side
2> N2X generates the traffics by around 1Gbps.
3> check the counters the packet in each switch port & pgw npu counters.
4> compare the results.
