Description (partial)

Symptom:
Phone cann't Failback to pub/sub server

Conditions:
0. phone and SRST server connect to the same switch
1. plug out uplink, phone lost connection with pub/sub/dns/dhcp server/default router,  and failover to SRST.
--Error: 6 phones, 3 phones failover to SRST about 2 minutes, 3 phone failover to SRST about 7 miniutes(CSCuq58134)
2. plug in uplink, Phone cann't failback to pub/sub server.
--Error: 6 phones, 3 phones fallback about 3 minutes, 3 phones cann't fallback about 2 hours until I reset it manually.
