Description (partial)

Symptom:
case1-1) killing sessmgr instance when many calls (14008 subscribers) are present on that sessmgr instance before ICSR switchover
 - result : Fine
case1-2) killing sessmgr instance when many calls (14008 subscribers) are present on that sessmgr instance after ICSR switchover
 - result : Fail.
case2-1) killing sessmgr instance when a little calls (48 subscribers) are present on that sessmgr instance before ICSR switchover
 - result : Fine
case2-2) killing sessmgr instance when a little calls (48 subscribers) are present on that sessmgr instance after ICSR switchover
 - result : Fail

Conditions:
reproducible step of case1)
1. I attached 224,000 subscribers.
2. Killing sessmgr instance 1 
3. Check fine or not after killing sessmgr instance 1. And that's Fine.
4. Try ?srp initiate-switchover? in ACT side
5. Killing sessmgr instance 1 
6. Check fine or not after killing sessmgr instance 1. And all sessions's gone 
7. I got the SSD in ACT & SBY side.

3. Check fine or not after killing sessmgr instance 5. And that's Fine.
4. Try srp initiate-switchover? in ACT side
5. Killing sessmgr instance 5
6. Check fine or not after killing sessmgr instance 5. And all sessions's gone 
7. I got the SSD in ACT & SBY side.
