Description (partial)

Symptom:
DPC 2100 modems using ipv6 are no longer pingable after a DCC move via load balancing.

Conditions:
Problem seen with ubr10k  in SCG and SCH code;
DPC2100 modems registered with IPv6;
The modem was using Broadcom chipset;
The modem didn't have FCType 10 Forwarding Capability
DCC changed (or triggered by loadbalance) the modem's downstream channel;
