Description (partial)

Symptom:
When a user update a conference in TMS, the previous user to have edited the conference receives confirmation
email along with all users included on the Conference Information Send Email tab.  The expectation is that only
users configured on the Conference Information Tab will receive this confirmation email and not users who have
already edited the conference.

On TMS 14.3.0, The user editing the conference as well as all included users on the Conference Information Tab receive update confirmations.

Conditions:
User updates a conference from the TMS portal, the user will receive an email when another user edit the same conference during a future date/time.
