Description (partial)

Symptom:APs dropping traffic, while roaming phones will drop a few packets losing voice comunication.
Debug on the AP radio shows "o can not arp the ac ip address, retry later".
A packet capture on the AP will show the AP sending GARPs and ARP requests every 2 seconds or less, even when there is always a response from all devices.

Conditions:11n or 11ac APs in the same VLAN as the WLC. Core router is VRRP and is frequently sending GARPs for its own address.
