Symptom:
When one of the BD in TEFP is shutdown, the multicast traffic on the BD is still flowing.
The multicast routes learnt on that BD are not getting deleted. 

When we shutdown all the BD in TEFP, the multicast routes are removed and traffic got stopped.  

The root cause for this issue is ,  whenever the BD in a TEFP is shutdown , there is no indication given to PI and PD code. Only when  all the BDs in a TEFP are shutdown, the TEFP itself going down which is indicated to other modules as TEFP state change.

Other modules should be intimated for (BD, efp) state change in the case of TEFP.

We need the state change for BD shutdown and BD no shutdown.

Conditions:
When one of the BD in TEFP is shutdown, the multicast traffic on the BD is still flowing.
