Description (partial) 

Symptom:
1. DHCPv6 Solicit received when there is no LLA, currently we will drop the Solicit message. 

2. CPE Issued DHCPv6 Solicit with IA_PD first, then Solicit with IA_NA. CMTS will lost PD address.

Conditions:
This is caused by some strange CPE behavior.
1. CPE start DHCPv6 without doing NS(DAD).
2. CPE try to get IA_PD, IA_NA with separate DHCPv6 messages. And it try to get IA_PD first.
