Symptom:
ASR5500 running 15.0MR3, sessmgr crashes related to PCRF/Gx+/Rule-Deactivation-Time

Customer in the process of PCRF implementation & tests. During tests we noticed serious
problems with sessmgr crashes. There are many similar PCRF scenarios that trigger the  
problem; following scenarios are only lab examples used to re-create the crashes.

Conditions:
In all cases the common requirement is to have PCRF install ruledef with Rule-Deactivation-Time  
and some Usage-Monitoring.
