Description (partial)

Symptom:
Multicast traffic is not blocked by ACL and is punted to cpu (can be senn in debug ip packets). Problem observed on 3560 and 3750 switches

Conditions:
- ACL denies traffic from specific source
- ACL applied to interface (inbound direction) 
- Multicast routing enabled (problem present with sparse or dense mode)
