Symptom:
Sup2 and Sup2E fail to boot up after certain specific IOFPGA EPLD upgrade scenario.
Scenarios listed in "Conditions" section.

Conditions:
EPLD upgrade of IOFPGA from version 1.013 to higher version using NXOS version lower than 6.2.10.
EPLD downgrade of IOFPGA from version 1.013 to 1.012 using NXOS version lower than 6.2.10
