Description (partial)

Symptom:
When Phone receives a Flow control message from CUCM due to change in bandwidth in between a video call it stops streaming video.

Conditions:
Already the device was streaming video with negotiated bandwidth, now it gets a flow control indicating a change of bandwidth. 
The end device which is video phone is not aware of how to handle this message and stops streaming video.

Seen with SCCP video phone 8945 with 9.3.4 load
