Cisco Bug: CSCuq04825 - CUCM sends flow control message when there is no change in Video B/W

Symptom: Call manager is detecting a Flow control in re-offer message when the negotiated bandwidth is the same and when it sends this Flow control message to the phone it causes the phone to stop steaming video. Conditions: For a video call when negotiated video BW always remained at 320kbps but the last re-offer which happened, the Offering from SIP layer itself had the negotiated video BW(320Kbps), so we shouldn't have detected a Flow control here. But there is a flow control being sent out. Already the device was streaming with 320Kbps, now it gets a flow control to stream in 320kbps. The end device which is video phone is not aware of how to handle this message and stops sending video. Phone side the defect is tracked by CSCuq04973 Seen is case of calls between VCS and CUCM, Video stops after SIP Session Refresh Invite from VCS.
