Description (partial)

Symptom:
Continuous Crash (boot loop) during boot phase after the config is loaded, the following error messages are seen:

 %PM_EARL8-SW1-2-VLAN_ALLOC_FAILURE: Unable to reserve the internal VLAN range (3968 - 4031) for MET
Failed to allocate internal vlans to Online Diags...crashing system !!

Conditions:
The command:

!
vlan configuration 1-4094
 ip flow monitor *flow monitor name*
!

was executed and a the whole range of VLANs (1-4094) were created as SVIs.
