Symptom:
Config template throwing exception when defaultValue parameter contains comma separated value

Example:-

<Parameter>
                    <Name>param_name</Name>
                    <Value>VAR(name=CUSTOM_PROPERTY, defaultValue=128-EIA1,128-EIA2)</Value>
                  </Parameter>

Conditions:
when defaultValue parameter contains comma separated value
