Symptom:
CCR-I initiated towards QNS time out. There is no CCA-I received by PGW/GGSN/PCEF

Conditions:
SessionMgr01/Primary DB SessionMgr VM goes down, and Secondary DB Session Mgr becomes primary - Call failures are expected - but in this case call failures continue for a long time more than 10 minutes or so.
