Description (partial)

Symptom:
From the CEA-708-D spec
- For video sequences with progressive_sequence==0 for pictures with top_field_first==0, cc_type 00
shall precede cc_type 01.
- For video sequences with progressive_sequence==0 for pictures with top_field_first==1, cc_type 01
shall precede cc_type 00.

When the input source violates the above criteria, the MFP could potentially drop CC data in its output.

Conditions:
When the input source violates the CEA-708-D spec criteria of:
- For video sequences with progressive_sequence==0 for pictures with top_field_first==0, cc_type 00
shall precede cc_type 01.
- For video sequences with progressive_sequence==0 for pictures with top_field_first==1, cc_type 01
shall precede cc_type 00.
