Description (partial)

Symptom:
Phones transmit EAPoL Start Packets at all times & hence DOT1X context is never deleted on the switch which prevents the switch from failing over to MAB.

Conditions:
The switch sends three EAP messages, 30 seconds apart, before MAB is attempted, but since the phone doesnt stop sending EAPoL Start Packets  the DOT1X context will never be deleted on the switch,which prevents the switch to failing over to MAB
