Description (partial)

Symptom:
after an upgrade to CPA 10.5, if the server is rebooted, CPCM does not start properly.  Services need to be stopped, and then started again.

Conditions:
server has been upgraded from a previous version of CPA

10.5 CPA has been restarted

This happens on both vanilla (10.5.0.49471-1), and SP1  (10.5.0.51383) versions of CPA 10.5
