Description (partial)

after an upgrade to CPA 10.5, if the server is rebooted, CPCM does not start properly.  Services need to be stopped, and then started again.

server has been upgraded from a previous version of CPA

10.5 CPA has been restarted

This happens on both vanilla (, and SP1  ( versions of CPA 10.5
