Description (partial)

Symptom:
After failover happens, active unit keeps dropping TCP packets with control flag
on an established connection if a newly active unit doesn't receive any TCP packet
on the connection without control packet.

Conditions:
- After active unit changes
- ASA doesn't receive TCP packets without control flag like SYN, FIN or RST
