Description (partial)

Symptom:
after SSO switchover HSRP group remains Active even if SVI is going to down state and as result HSRP Virtual MAC is not programmed (transition to Active state not happening and MAC programming is not triggered). It causes traffic with destination MAC of HSRP VMAC is not routed by the switch

Conditions:
During switchover where affected SVI should go to down state.

Issue only occurs on a VSS setup where the SVI is provided on the current active RP and is taken down as part of the switch over to the other RP.
