Description (partial)

Symptom:
Cisco Unified Communications Manager (CUCM) 10.0(1) or later and "HTTP Connection Failed" when attempting to perform self provisioning on various phone models.

Conditions:
This occurs when attempting self provisioning via the HTTPS Service URL for 79XX, and 99XX series phones.
