Description (partial)

Symptom:
"tacacs-server key" changes when doing a supervisor failover. 

After this happens, the customer cannot longer SSH into the box and they have to go over the console in order to change the password and get access again.

Conditions:
It happens when doing a supervisor failover and when using the regular "tacacs-server key" command.
