Description (partial)

Symptom:
When sending a large amount of ARPs or other control plane traffic over a long period,  one random fabric module could reload due to EPC heartbeat failure.  This will cause zero packet loss due to only one fabric module reloading

When sending a large amount of ARPs or other control plane traffic over a long period,  one random fabric module could reload due to EPC heartbeat failure.  This will cause zero packet loss due to only one fabric module reloading
