Symptom:
UDP port 9996 packet drops for reliable TCA transfer from local BR to local neighour BR router with full scale number of TCs, then part of TCAs might get dropped before reaching remote sites.

Conditions:
Inject blackout failure for one of ISP and trigger all channel unreachables for local border router.
